6.4 single tune

How does the single tune compare to the hd300 tune. Are the power levels similar? Can you still change the power levels like stock tow street performance?

If you have a single tune its one single tune no changing power levels. If you are talking about an mcc tune for a mini maxx then yes you have 1 file with 4 power levels within that file.
