2009 f350 zf6 no crank help

ok looking for a little help or some ideas. I have a 2009 f350 zf6 speed that I took the motor out had it fully rebuild go to crank it over last night and turn the key on, glow plugs cycle, no theft light, I can hear the starter relay click. no crank. un hooked wire by passenger battery box, roller truck over a couple times but very slow. hook wire back up no crank. tried with jumper wire again and nothing. could the starter be bad or any ideas to check. trying to get it running this weekend.

Have you tried to put a volt meter across the battery while someone cranks it to see what it reads?

yes, everything checks out. talked to morgan at Midwest this morning. zeroing in on the starter being bad. he has been a big help thru this whole build
