Well i got it working last night, i think i have been waiting on a new ficm powersupply from bullet proof diesel as mine was getting weak. when i was re-installing the ficm i noticed some oil coming from the top of the turbo. the supply line seal was leaking so i went to ford and got a new seal... -

cleaned the ebp sensor and reinstalled everything and the problem still exists on the cts if i free rev it allele the vgt duty cycle drops to 79% but when it goes back to idle it goes to 85% and not move again -

I'm in the process of checking that right now. Found it in another thread. The tube is not clogged but the sensor looks to have some build up in it. I'm waiting on some sensor cleaner before putting it back together and trying it. If I unplug the sensor the vgt duty cycle drops to 15%... -
