6.0 won’t build icp driving

I have a 2005 6.0 . It had wiring issues and would loose cam crank sync and shit off randomly but start back up. Replaced sensors , did a full engine harness . Would crank but not start . Did air test found standpipe middle seal gone . Still crank no start icp 50% ipr hits 1400ish . Air tested again . Replaced ipr as no leaks . Finally got a cam code . Found oldest known running but needs o rings cam sensor and it fires right up . Now the ipr at idle is 96% and it won’t build icp above 700 or rev past 2500 without holding it in gear . I’ve bled the air via icp valve and tried to drive it as hard as I could for 20 miles . I’m at the end of my rope as I’ve never had so many things wrong at the same time . It has new crank , old cam , new icp , new ipr (unknown brand from advanced all other motorcraft ) . Before this it ran great !

Where are you air testing from? Also, anything but motorcraft with those iprs is generally a crapshoot unfortunately...

I have the tool that screws in place of the IPR . That’s kinda what I was thinking . It’s a solenoid and anymore even the transmission ones suck out of the box .
