I did the same on my '12. It might seem ridiculous but I have notoriously hard water around here so I filled, ran, and drained distilled water three times then filled with the elc. It has worked good. I had some non premix concentrate on hand and tested it to make sure the mix was right...

Try to bring it further down. To enter fast mode the pedal position has to be over 575 and there is a 1.5 sec verification time. Even if you made it the whole table it shouldn't be able to use the table at all without being full throttle. I'll test it when I can. Mine does lock in 2nd...
