No rhyme or reason or mods done at the time. Engine cooling fan seems to be stuck on low speed non stop.

Trucks Temps are 190s
Outside Temps are 70s
A/c is not on
Coolant level is good
Radiator is not obstructed
Fan is on on cold start and warm start
No dtc (codes)

Any tests I can do relatively easily ? I'm a long ways from home and have minimal tools and no IDS

Try turning it by hand with the engine off. I have seen one fan that was seized, it was on high, but yours may have some slippage still.

It should have some resistance. It's a visoelectric fan. Should feel like your turning it under water if that makes sense.

Was the fan clutch
Guess they still have problems with them seizing up
