H&S Mini reset options

Who will reset a vin locked H&S mini maxx for the best price? Best I found so far was 400$.... Still seems too much. Anyone found better?

His website says 500 and the description is awfully confusing, something about high sulfer tune? My truck is ******d.. Is that saying I need to pay 500 to unlock then another 500 for a high sulfer tune on my already race/*** ****** capable mini maxx? If so, that is a bit above budget.. Anyone's budget.
