Sorry no experience on the 6.4 on this one, but if you have tools and time and no answer and you can hear the pump start, try and pull the inlet off the back and see if you have any suction, if you do drop the tank and start chasing lines, might be a crack or clog in one somewhere, more than likely a crack in plastic tubing causing you to draw air.
