Obs won't maintain rpm

Have a buddy who called me , his Obs is having some issues and im about out of ideas.

New fuel pump 40 psi at idle
Good hpo
New fuel filter
No codes.

Revs in neutral to 2500 or so, and gradually falls off till it's down to about 1400. ??

40 psi at idle is not very much. You're holding steady unloaded rpm at 2500 and it just falls off to 1400 at same throttle position? What is fuel pressure doing at this moment? Seems like a fuel supply/delivery issue.

Doesn't the injectors need 55 psi to stay healthy? Could it be air in the lines? Did he purge the air after he replaced the fuel pump?

Not sire, but it was 40 before the pump swap, and still 40. Thinking like pickup screens plugged ?
