What is this attached to the hitch?

What is this? It's attached to the driver side of the hitch, 2008 F450. Looks like some kind of vibration damper, a metal puck attached with rubber to a frame.

Your right. It's a vibration damper. Or suppose to help anyways.

Ok, cool. The rubber is torn and it's kinda loose, was wondering how vital it is to replace it. Thanks for the answer.
