Will a h&s 109003 delete a 13 ?

no, you will need a 109007 or 209007

now, if you're buying one from somebody calling an '07 an '03, then yes LOL

I'd buy from a trusted vendor or member if you're not sure what you're buying. And it's clear the seller isn't exactly sure what he's got either
