The TCCC solenoid controls a spool valve that applies and releases the clutch. If the spool valve is stuck the clutch can be stuck on. If the wire to the solenoid is shorted to ground it will also lock the converter.

No, it cannot. You have a wiring harness problem. It could also be in the ground side of the harness, not just the power side.

Get a 0-350 PSI gauge and install it in the test port. Get pressure readings at idle in P, R, N, D, 2, and 1. Also get pressures at stall in R, D, 2, and 1.
