The ebpv should not make a hard start at all as it should not be actuated until below 32 degrees and even then only at idle after a five minute idle or so and when at a set cruising speed going down the road, then it will act like it has no power until the boost comes on and the valve opens back up. All of this is only when below freezing outside. Id say time to look into a set of sticks for it... But before that you could try glow plugs and a gpr to see if that can get you by on the cheap for the time being. Use only motorcraft glow plugs or stancor's DO NOT get bosch...
