So if you read 11.9 volts on one the other should read less than 11.6. If it is less then replace the relay. To test the plugs you will find two plugs on each valve cover gasket. On each plug there are 4 pins, the glow plugs operate on the outside pins of each connector. Set the meter on ohms and zero the meter. With one side to a battery ground check each outside pin and write down the measurement that you get for reference.
