What Mat is talking about is things like when your cruise control is set say at 55-60mph. The larger nozzle has less resolution. Its a combo of the nozzle and low boost falt ground low very light load. Same thing with very light throttle change. If you get your foot just right where you are holding a lower speed say 55-60 on flat ground then see just how small amount of throttle you can give. Rather than this smooth felling you will feel it flip on a very light surge I guess you can describe it as. If you get play with it you can get it to go on off on off etc. THe cruise control does it more so as on flat ground it tries to hold a precise speed and that's when you can fell it. If you do not use cruise much if at all then its not a big deal. To most guys on here I doubt care about that or would notice it when it really dialed in but there are people that are quite particular and stuff that like irritate them as they expect stock like quality. You can imagine how picky some people are. Also when you consider that 95% of all tunes are remote not live tuned. Honestly I really doubt most on here would even notice it unless told to try and feel it and make it happen but there are people out there like that trust me. Matt does a dam good job (best I have tried)including his remote canned tunes. He got my 200s dialed in very nicely. But I can say when I had him play with my pedal crispness (sensitivity) that on off thing could really be felt. There is a happy medium between pedal crispness and pleasurable drivability. I actually keep two different tunes. One I use for long travel which has less crisp pedal and one with a bit crisper pedal. But that's just me if I did not know the difference either would be fine. Its just a slight change. Nothing like what you get in some race tunes where they jack up so much the truck lurches forward with the least amount of throttle input. I hate that crap. But if you have no reason to ever need a 200% whats the point really. The 80% is a cleaner nozzle as its EDM with no honing from what I recall. Where a 100% is a 80% with honing to 100%. That is unless things have changed which they certainly could have over the years. Hence the 80% should be a cleaner nozzle. Much like a 200% is cleaner than a 300% as its a 200% honed to 300%. Honestly unless you are going to tear into the inside of your engine or do not mind the unscheduled occasional engine swap a turbo in the 38r/H2 etc with 238/80% can get you lots of fun power and a good chance of a long lasting engine. Go past that 500hp and reliability start to decrease rapidly unless you start beefing up the bottom end unless you take it easy. But if you do that then what was the point of the extra power in the first place.
