The problem is that the blend door only moves for about the middle half of the transition from hot to cold. so no matter if you have it all the way cold its still open 1/4 of the way allowing hot air to blend in. If you have it all way to hot, its 1/4 open on the cold side allowing cold air to blend in and well at these temps that equals 0 heat. There does not appear to be any debris in the way preventing it from moving. in fact if you hold it all the way shut either direction it opens back up to 1/4 open when you let go.
