Odds are it is your relay I doubt that it is the glow plugs themselves. Is your meter a digital one? If it is put the switch on a scale that will read at least 12 volts dc. Then turn the key to the on position and check both the large lugs on the relay with one side of the meter to a ground. You should see less that 0.3 volts difference between the two large lugs. So if one lug says 12.3 volts the other one to wards the glow plugs should read at least 12 volts. Also make sure that the relay is coming on, you can do this by just listing to see if you hear it click on. If you are not sure of your testing abilities on the relay short the two large lugs with a set of jumper cables, pliers, or what ever else you can get across both lugs. Just be prepared for sparks. Keep the lugs shorted for a count to 30 and then try and start your truck. If it starts OK then it is the relay.
