The CCV is SUPPOSED to drain back into the block, however it has a vent tube to the intake to equalize the pressure in the crank case, to keep it from building a positive crankcase pressure, which is bad. However this just means some of the oil that SHOULD go back into the crank case, gets sucked through the turbo and intercooler piping, which if you leave the IC piping stock, gets caked on that valve.
