Stalling engine

I have a 99 f-250 superduty my 7.3 will start perfect in warm or freezing cold temps even not plugged in the problem is no matter the temp for the first 30 minutes of driving after letting it run for a few minutes it will make a loud noise that sounds like air escaping and it won't throttle up even with the accelerator to the floor but if you let off and cram it down it will throttle perfectly fine. After releasing the gas pedal it will make the air noise again. Could this be the exhaust back pressure regulator causing my wastegate to open and the noise be boost being built up released. Please help this is my first diesel and I'm dumb when it comes to diesels but willing to listen and learn. It is bone stock aswell no chips. Thank you

You never really hear the wastegate. However, it could definitely be the EBPV closing. Your symptoms sound like that is what is happening. Do you have any codes?
