When I start my truck the charge is about 11.5 for about one minute then charges normally after that. It's done that since the day I got it.

When my ICPS went I tried unplugging it to start and nothing but after I plugged it back in it strarted. Ran a scan tool on it and was getting bad readings from ICPS.

The symptoms can be both those things. Test FICM, if you have a 7 pin FICM search google for that test. Eliminate that first.

Did you do your testing in the morning? How was the FICM voltage? 0 psi on ICP would mean a bad sensor. The ICP can fail and show no code but the truck shouldn't start at all if that was the case.

Your next step is probably a leak down test. Check out "dieseltechron" on YouTube. There's a video for almost every problem with a ford diesel.
