I bought a used truck with an xrt pro on it, and I want to run different tunes on it, how do I know if the mcc is already unlocked? it shows up on the tuner but there is nothing there when I go to load an MCC tune, it just says to call h & S

Are you set on going under the seat JD? If you are you should be able to take it to any good audio shop and have them build a box/seat combo but IMO you should put it behind the seat like my setup
