it's not the wastegate.
it's the backpressure valve thinking the truck needs to warm up some more.
The tube is probably clogged.
Take off at the valve, and the sensor in the timing cover and run a pipe-cleaner wire brush through it.
check that harness for mouse damage.. but I doubt it.. get a couple of new UVCH's that say something other than Dorman on them..
Dorman is good for one thing, however.. trim fasteners..

You'd have better luck getting one out of a salvage yard.
Most vehicles now a days, they want the system vacuum bled at the pump fill, with about 22" of vacuum.
I talked to my NAPA rep this morning.. he said $1550. for the software bundle & adapter, then like $1800-$1900 for bundle & tablet (depending on which tablet)

2, 4, 5, 6, 7, 10, 14, 15, 16
looking at the connector, the "fat" row is 1-8, left to right..
11-16 is the bottom row, left to right
I use a Snap-on Verdict, myself.
Once you go bluetooth, you'll never go back.
NAPA offers a bluetooth adapter and a software package (with or without tablet) under the name TECHPro. it's made by Mahle.
AE seems to be the package of choice, but I've never seen it in action. Couldn't tell you...

I live in a state where they use road salt in the winter time (may be a factor, may not be)..
The master cylinder was rotted onto the hydroboost unit.. When I finally got it off...
someone refresh my memory..
there is a way to replace the oil pan on a 7.3 without pulling the engine or using that 2 piece glue-together pan..
but I can't remember what it is..
