Adding contrasting wheel color

How is this process done? Are they hand painting the machined area? Seems to look like powder, anyone know?

From my understanding, at least when they're powder coated, is that the base color (Black) is powder coated on. Then its taped off and liquid painted the 2nd color

They sell that wheel in mass production. I couldn't imagine they are taping each wheel off.

I guess I'll be doing a lot of taping

Powder coated, machined, then anodized maybe?
