always makin ac?

my truck if the heat is on or just completely on the off setting it is always making ac such as the pump keeps cycling and water is being built on the can looking thing on the passide of the truck is a relay bad or a fuse or what.

The ac is used to dehumidify in the defrost mode(keeps moisture off the windows) but should not be running in the floor heat mode.
