Billet wheel restorer/coatings??

So i have a set of 22x14 matte black american forces. And from 3ft or further you cannot notice it, but up close and personal there is scuff marks like the previous owner took a brillo pad to the lip to clean it.. Ive tried black carnuba wax to coat it, tire gel, nothing takes away the light surface scratch marks. So my question to yall is, are there any special products that will basically put a coating on the wheel to fill back the color/scratches that this moron made?

Maybe have them wet sanded and clear coated again

I'd just have them blasted and re powder coated.

Both good options, its just this one wheel.. I may do that
