Crew cab seatbelt

I bought my truck recently and got no books with it. The rear middle shoulder belt is routed behind the seat back. It has what appears to be an extra latch to disconnect to route it over the seat. Am I on the right path? Can someone tell me how to make the belt functional? Thanks.

Bottom side of said connector has a small hole that is red in the bottom. A piece of tie wire in that hole will unlatch it.
