Hard 1-2 shift 4r100

I have a trans from a 2000 6.8l that had a rather firm 1-2 shift, maybe too hard. It had a tune on it so I wasn't sure if the 1-2 shift was programming or a sign that the transmission is bad. I want to sell it but I don't want to list it as a good transmission if this is a broke one.

Any thoughts?
