Being I have a 37" spare in the bed I decided to build a frame to hold the spare and add in space to get most of the stuff out of the cab. The bed has a cover and locking tailgate so the first thing is sealing it as best I could to keep water and dirt out. The frame is pretty simple and will have a sliding drawer and a covered box for snatch straps, d-rings, and jumper cables. Hitches go behind the wheel well and the other side has ratchet straps and other misc items. It is set up for use with a gooseneck hitch. I was able to get it done in an afternoon with some of the scrap 2x and a sheet of 3/4" plywood. This one is done pretty heavy to keep more weight on the rear and could easily be done with 1x and 1/2" but I used what I had.

Take the spare out and the box is easily removed. I can do mine by myself but I also load my 400lb race bike in the bed with no ramps or help.
