Hot start issue.

My brother just got a 96 f350 powerstroke.
Once it's warm it won't restart on its own. Can have it running, shut it off and immediately try restarting and it won't. Hit of ether and it'll run fine.
After a few hours it will start fine.
We just changed the injector orings thinking that was it, no change.
I've tried water over the hpop multiple times, no difference.
Swapped cps with a good one. Unplugged icp, tapped ipr,
Swapped idm with the one off my truck. Still nothing.
Kinda of a pita not having a ae or anything.
I'm thinking it's gotta be electric. We tried reading the injector voltage at the valve cover harness and could only pickup less than 10 volts.
Tried fiddling with the relays and fuses, no difference.
Another thing I noticed, it's takes quite a bit of cranking before the oil gauge moves. It is full of oil, so is the hpop.
Any ideas?
Going to pull the ipr and see if can find anything.

Turns out the IPR itself was going bad. Bought a Motorcraft one at bumper to bumper for $200 and some change.
