how to shut waste gate?

Truck runs great down low but up top i hit a wall at 28lbs of boost. Is there a way to shut my gate completely? I have my regulated boost to top and full boost to side. I hold 24500 frp. Vgt cycle is staying steady around 90 i believe bp was not much more than boost. Im thinkin the gate is screwed or not adjusted right. Thanks guys. Ryan

No idea. Whatever the elite kit came with. Its a precision gate. I dont think its ever been right
