iPad 3 mini icloud Bypass

I bought a retrocutomz ipad mini kit. I also bought an ipad mini 3 from someone locally in town. I ran the serial number and IMEI number and they were all clear. I tested the ipad when he sold it to me...all was good. An hour later i tried to use the ipad it said locked by icloud. Is there a way around this?

You could possibly do a factory restore on it but I'm not 100% sure if that will work. Or just text the guy and ask why he locked it.
