Because that kind of wording is heavily frowned upon by our lovely EPA which gets them hunting to shut down the next place unlocking tnem if it wasn't approved by the EPA. Unused Race tuner raises less red flags than "unlocked street tuner".

Omg. Unlocked street tuner would be classified as a "race" tuner would it not. Anything that has DPF removal tuning is a "race tune"
