OBD II not responsive

On my brothers 1997, the OBD II port is not working, the cigar lighter in the slide out isn't working neither (I remember reading about that). Where should I start? Only info I can find is fuse #3 in the super duty forums. That fuse is fine (looking at it, haven't tested). Any info is greatly appreciated.

The fuse for the obd port and cig lighter is a different number than on the SD

It should say what fuse it is on the fuse panel, i've had mine pop a few times for no apparent reason.

The fuses are listed on the lid of the fuse panel.

Okay thanks. But the lighter & obd are on the same circuit in the OBS?
