Parking brake won't engage

For some reason my parking brake will not engage. No matter how hard you press the pedal, it won't budge. Had this problem for over a year now and being over due for an inspection it's time to figure this out. Cable is tight and everything. Not sure if something in the axle broke or seized up but it randomly would not engage one day and hasn't moved sense. Any idears?

This happened to mine. The cable housing rubbed a hole in itself, allowing water into the sheeth or whatever you want to call it, and rusted causing the cable to seize up and hang up.

Did you have to buy a new housing or new cable?

I'd say new cable/sheath, don't quote me, but it should be all one.
