Starting issues after non-servicable plug repair

A friend of mine was "servicing" his "non-servicable" plug on the bottom of his high pressure oil pump off his 01 F-350 at my shop while i was out recovering a truck. He was unaware to keep the plug upright as to not let the edge filter and plastic check ball from falling out. I had to source a new one from International for him, he reinstalled it and now only sees 100ish PSI off my scanguage. Duty cycle ramps up to 65% where it should be. I have pulled the IPR twice or three times now to clean it hoping maybe he got some junk in it while cleaning the non-servicable port, but nothing has changed. Ideas?

He knew nothing about how to pull a HPOP he's done it 4 or 5 times in the past two weeks, lol. Thanks, i'll pass it on.
