Turbo Wheel Seized To Shaft

Has anyone ever ran across a turbo wheel that was impossible to loosen? I completely removed the turbo from the truck to do a rebuild, and was unable to loosen the wheel using a screwdriver wrapped in a rag and then eventually an impact. Note that I am talking about a 99.5-03 GTP-38 without the 18mm nut on the exhaust side. Eventually I was forced to cut the wheel off after bending the shaft trying to loosen it.

The only other thing I can think of, contrary to what I've read, the wheel shouldn't be reverse thread.

From various instruction manuals;

24. Grab and hold the end of the Vise-Grip and loosen the compressor wheel by turning the ratchet counter clockwise as if removing any normal bolt.

The compressor wheel will loosen and unthread from the shaft.

The 7.3Ls aren't reversed thread.
They're lefty loosey, righty tighty... I think it's one of the few that are like this.

EDIT - Also, why screwdriver?
