VRef/wiring problem

Happened to be playing with my ICP to see if it was doing anything and it's not. Truck runs exactly the same with it plugged in or unplugged.
No CEL, don't have a scanner.
Pin B has 4.9 volts.
A had 5.x something.

Was trying to see if I had a shorted sensor somewhere and found a bigger problem.
With the key off, vRef still has 4.9 volts.

Something definitely isn't right.

Can you describe how your measuring your voltage? At the ICP plug? One lead in the plug, the other to ground? And your seeing 5V with the KO EO?

I'm using a DVOM. Ground to battery, + in the pins at the senor plug with them unplugged.
The EBP, ICP, AP, and CPS all have the 4.9 with koeo and key off.

The signal return wires at the EBP and ICP have the 5.x volts with them unplugged koeo.

I'll swap it tomorrow. Gotta haul off some junk around the house, regrease my started, and replace the rear oil cooler header. Then I'll get back at it.

Also noticed when I turn my key on, the CEL briefly flashes. Not even a second.
If you didn't know where to look, you wouldn't even see it.

Could my PCM be bad?
Would it do any good to have it updated? (If it hasn't already been done, don't know how to tell)
