Will 05 header panel fit w/ 99-04 bumper?????

I got my truck torn apart trying to install an 05 header panel and Harley headlights and for some reason the 05 header panel isn't wanting to fit...

What's the delio?

Am I supposed to drop the bumper for this, it simply looks like it drops too low where the grill clips into place and it's hitting the bumper.

I know guys have done this. I need this thing back together to drive. I had planned on being done sooner but the soldering took longer than expeted.

You'll need to drop the bumper to get it in there. I had to drop my 05 bumper when swapping the header panel.
