    Really good place to start. At your mileage, there is a good possibility its a bit worn. If your LPOP is failing to keep up with the demand of the HPOP at WOT, the oil in the HPOP reservoir will end up with air bubbles in it and then pressure will start to fall.

    Frankly, when buying a used truck, look for any reason to work the price down. Like the others have said, there is no significant data that says it harms an engine. However, if you can convince the seller that you think so and it gets your price down, negotiate away.

    I ran a 6.0 IC on my SD 7.3 and pushed 35psi daily for 6 years without an issue. Just like anything else, there are going to be a few failures here and there but overall, the 6.0 IC has been a good option for an upgrade.

    Custom tunes are always going to outperform canned tunes. With custom tunes you have the freedom to talk to the tuner and get it set up your way.

    Do you have it zip tied under the valve cover? I've seen people do that on the outside plug but under the valve cover is where you need to check in this case.

    The P1316 code usually points to a UVCH coming loose. Pull your valve covers and check the plugs on both sides. Chances are one or both is backing out a bit causing intermittent electrical power loss to the injectors.

    Not to mention your E99 has a 15 degree HPOP so its going to have a hard time keeping up in your hot tunes at WOT. Swapping to a 17 degree or even a T500 should help with your ICP issues for sure.

    Sounds like you have a short somewhere. Probably a wire or wires that have worn through and is shorting out on something. Best bet is to start at the light sockets and work your way forward.

    How many miles? Could be that your LPOP is weak and not delivering the volume at idle. Also, have you tried running it with the ICP unplugged to see if the problem persists. I know you said your ICP sensor was good but its worth a check.
